An internal BBC review has proposed that the TV licence fee be replaced by a \u201cmembership fee\u201d if funding negotiations with the government do not go as the state media giant wishes.<\/p>\n
The review was led by the Corporation’s head of strategy, who has now left the BBC. There is no precedent for the BBC to admit to an alternative to the licence. It follows statements by government ministers that the law might be changed so that those who watch TV without a licence might be made to pay a civil penalty instead of being prosecuted.<\/p>\n
Following the disclosure the BBC denied that it would accept a subscription-based funding method.<\/p>\n
